Deputy Secretary of the Central Military Commission and Defense Minister General Phan Van Giang chaired the event which reviewed the performance of military and defense work in the year and rolled out orientations and missions for 2023.
According to a report on military-defense task performance in 2022 delivered by permanent member of the Central Military Commission (CMC), Chief of the General Staff of the Vietnam People’s Army and Deputy Defense Minister Senior Lieutenant General Nguyen Tan Cuong, this year, the CMC, the Ministry of National Defense (MND) has directed the whole military to promote solidarity, unity, exert great efforts, comprehensively meet all military and defense targets with higher results against last year.
The MND has regularly kept a close watch and forecast developments of situations and given timely advice to the Party and the State to effectively and flexibly handled contingencies.

It has worked closely with other ministries, central and local departments to realize military - defense related strategies, projects and legal system, and given recommendations on reviewing the resolution adopted at the eighth session of the Party Central Committee on Fatherland protection strategy in the new situation.
Under the leadership of the CMC, MND, defense agencies and military units have strictly maintained combat readiness regulations, firmly managed the sky, waters, border, inland, and cyber space. In addition, they have actively reviewed and completed combat documents, organized training and exercises successfully, and pro-actively prepared personnel and vehicles to support localities in disaster prevention and control and conduct search and rescue.

Together with comprehensively carrying out tasks and solutions to building a politically-, ideologically-, morally-, organizationally-strong military party organization, the whole military has reviewed the actualization of the CMC’s resolutions on training, education - training, logistics, techniques, finance, and military science. They have also been active in anti-corruption, administrative reform, e-government development.
Notably, the MND has successfully hosted the first-ever Vietnam International Defense Expo 2022, receiving high appreciation from public opinions at home and abroad.
Addressing the conference, Party General Secretary Nguyen Phu Trong congratulated and applauded the CMC, the MND, and troops in the whole military for their achievements in 2022.

Pointing out issues that might have active impacts on the implementation of military building, defense consolidation, and Fatherland protection duties next year, the party chief stressed the need to be proactive and sensitive, improve the research and forecast capacity, effectively give strategic suggestions on military and defense, take appropriate and effective measures to handle situations to prevent risks of war and conflicts, and to deal with border and island issues, particularly the East Sea (South China Sea) issue.
He also urged the whole military to raise their awareness and embrace the policy on whole people’s defense, and people’s warfare, and Fatherland protection in the new situation and improve the efficiency of state management over defense at all levels, and strengthen the strong whole people’s defense posture and firm defensive areas.
Party General Secretary Nguyen Phu Trong requested the improvement of synergy, combat strength of the military, maintenance of combat readiness regulations, firm management and protection of the nation’s sky, waters, border, land, and cyber space, effective response to non-traditional security challenges, and increase in quality of training, exercises, research and development of military strategy.

He asked for the serious and effective realization of the Politburo’s Resolution No.5 on military organization in the 2021-2030 period with suitable adjustments to ensure stability in the whole military, higher combat strength and capability to meet duty requirements.
The party leader also underlined the guarantee of logistical, technical services and others for mission performance and the necessity to further take advantage of achievements of the fourth Industrial Revolution and develop a modern defense industry towards becoming a spearhead of the national industry.
He urged the military to comprehensively carry out international integration and defense diplomacy affairs and pay due attention to Party building in the military, strengthening the Party’s absolute and direct leadership in all aspects over the military.

In his concluding speech, Defense Minister General Phan Van Giang thanked the Party, State, and the Party leader himself for their leadership and direction on the growth of the military and their guarantee for the military to excellently fulfill all assignments.
The defense chief requested party committees, chains-of-command at all levels to actively perform their advisory role, effectively implement resolutions, solutions, strategies, plans and other work related to military and defense affairs and focus on improving the military’s integrated quality and combat strength, firmly safeguarding national sovereignty, territorial integrity, political security, social order and safety.
He asked military agencies and units to actively respond to non-traditional security challenges, safely organize exercises, improve quality of education and information dissemination, protect the Party’s ideological foundation, fight against wrongful and inimical viewpoints of hostile forces, among others.

As the New Year is drawing near, General Phan Van Giang asked for strict observance of combat readiness regulations, organization of a cozy, economical, and safe celebration.
Also at the conference, Deputy Director of the General Department of Political Affairs Lieutenant General Trinh Van Quyet launched the “Determined-to-Win” emulation movement in the whole military for 2023.
Groups with outstanding attainments in the emulation movement in 2022 were awarded as well.
