In his writing on the People’s Army Newspaper, Senior Lieutenant General Nguyen Tan Cuong, permanent member of the Central Military Commission, Chief of the General Staff and Deputy Defense Minister, stressed that during nearly 14 years of working as the Party General Secretary and Secretary of the Central Military Commission (CMC), comrade Nguyen Phu Trong always showed consistent thoughts on viewpoints, goals and orienting solutions to carry out the task of building and protecting the Fatherland in the new situation. With a sharp mind, drastic action, and persistence, the Party chief made significant contribution to clarifying the development of the Party’s theoretical thinking on military and national defense policies, and the building of a revolutionary, regular, elite, gradually-modernized military in the new situation.

Amid the complicated developments in the region and the world, the General Secretary directed the military and the General Staff to exert utmost efforts to well perform their role and assigned missions while pro-actively giving strategic advice to prevent the risk of conflict and war and protect the Fatherland early and from afar, as well as maintaining a peaceful and stable environment for the country’s development.
In his capacity as the chief of the Party, comrade Nguyen Phu Trong thoroughly studied issues for the Politburo, the Secretariat, and the Party Central Committee (PCC) to analyze and evaluate in a comprehensive, deep, and systematic manner; clearly stated the goals, viewpoints, mottos, guiding thoughts and experience for the PCC to develop, complete and issue the resolution on the Fatherland protection strategy in the new situation at the eighth session of the 11th and 13th Party Central Committees.

Implementing the Fatherland protection strategy in the new situation, the Politburo promulgated resolutions and conclusions on defense and military strategies, strategy on protecting the Fatherland in cyberspace, and strategy on national border protection, etc. to affirm the consistent view of the principle that the armed forces, the cause of national defense and security and Fatherland protection must always put themselves under the Party's absolute and direct leadership in all aspects. This is a new development step in the Party's thinking and theory towards the cause of protecting the Fatherland in the current revolutionary period. The military and national defense strategies have laid a foundation for the General Staff to excellently implement the strategic advisory role for the Party, State, CMC and Ministry of National Defense (MND) in planning military and defense guidelines to build an “elite, compact and strong” Vietnam People's Army; a firm whole-people defense posture; and handle arising issues.
Following General Secretary Nguyen Phu Trong’s example, troops in the whole military in general and the General Staff in particular, vowed to study and practice hard and focus on well implementing the following key contents:
(1) Continuing to effectively implement the role of doing research and giving strategic advice on military and defense to the Party, State, CMC and MND, so that they could propose correct policies and guidelines to meet the requirements and tasks of protecting the Fatherland in the new situation.
(2) Enhancing the overall quality, capability and combat readiness competence of the whole military and promoting the implementation of the three breakthroughs in line with the 11th Military Party Committee Congress’s Resolution.
(3) Paying attention to building a healthy and strong Party Organization of the General Staff in term of politics, ideology, ethics, organization and personnel, while effectively implementing the Party Central Committee’s Conclusion No.21 on promoting the building and rectification of the Party and political system; and resolutely fighting against individualism and manifestations of the degradation in political thinking, ethics and lifestyle, and the “self-evolution” and “self-transformation” in association with promoting studying and following Ho Chi Minh’s thought, morality and lifestyle, among others.
(4) Creatively applying the art of “bamboo diplomacy” of General Secretary Nguyen Phu Trong and the Party Central Committee, the Politburo’s Resolution No.34 on a number of major orientations and guidelines in implementing the foreign policy of the 13th National Party Congress, and the Politburo’s Conclusion No.53 on international integration and defense external affairs by 2023 and following years, while closely following the directions of the Politburo, the Secretariat, CMC and MND and promoting the advisory role of the party committees and chains-of-command at all levels in giving timely recommendations to the Party and State on guidelines and strategic solutions related to international integration and defense external affairs.
Beloved General Secretary Nguyen Phu Trong passed away. With deep sorrow, the whole military will turn grief into strength, fully grasp and uphold the "Seven Dares" spirit of the Party chief, and strive to successfully accomplish all assignments, contributing to firmly safeguarding the socialist Fatherland of Vietnam.
