Under the decision, Deputy Defense Minister Pham Hoai Nam was promoted from the rank of Vice Admiral to Senior Lieutenant General.

Congratulating the freshly-promoted officer, President Phuc said that it was the great honor and pride of troops in the whole military in general and of General Nam himself, his family and home town in particular.
The state leader highlighted General Nam’s firm political stance, willpower, good virtue, capacity, and many years of experience. As the Chief of the Naval Service during his term of office from 2015-2020, General Nam always kept a close watch on situational developments, issued numerous directions to help improve the quality of training and combat readiness capability, and handle situations on maritime sovereignty in a timely manner. Since July 2020, in his post as Deputy Defense Minister, General Nam has joined other leaders of the Central Military Commission and Ministry of National Defense to study, evaluate situations to give timely recommendation to the Party and the State on military and defense missions, helping the defense minister direct the implementation of defense industry affairs and other projects on the field.

President Phuc urged the deputy defense minister to continue promoting firm political and ideological stance, be absolutely loyal to the Party, the State, the military, and the people, give more advice to the Party and State to tackle all situations related to military and defense affairs so as to firmly safeguard the independence, sovereignty, unification, and territorial integrity of the nation, contributing to maintaining an environment of peace and stability for national development.

In his speech, General Nam promised to overcome all difficulties and challenges, stand firm, and exert all-out efforts to complete all missions assigned by the Party, State, and military. He added that he will continue studying and following President Ho Chi Minh’s thought, morality, and lifestyle, heighten responsibility of setting a good example, bring into play good virtue of Uncle Ho’s soldiers and glorious traditions of the heroic Vietnam People’s Army.
At the event, General Phan Van Giang, General Luong Cuong, and other leaders of ministries, central departments and sectors presented flowers of congratulation to Sr. Lt. Gen. Pham Hoai Nam.
