The Party Committee of the Vietnam-Russia Tropical Center has pro-actively led the thorough grasp and serious implementation of Resolution No.57-NQ/TW of the Politburo, Resolution No.3488-NQ/QUTW of the Central Military Commission, the Government’s action programs, plans of the Ministry of National Defense, and the scheme on digital transformation in Party agencies. Accordingly, the Center issued specific leadership resolutions and action plans in line with realities, thereby creating new momentum across the unit.

Its scientific and technological activities, innovation, and digital transformation have been carried out actively with encouraging results. Many products and technologies have been applied in practice to serve military and defense tasks as well as socio-economic development. The quantity and quality of international publications and intellectual property rights have increased. Cooperation in science and technology with domestic and international partners has continued to expand. At the same time, training and human resource development have been given due attention, infrastructure has been upgraded, digital transformation has been promoted, and administrative reform has been implemented in a timely manner.

An overview of the inspection

After listening to reports and opinions at the working session, Senior Lieutenant General Le Huy Vinh requested the Center to continue pro-actively providing recommendations to competent authorities on measures to boost science, technology, innovation, and digital transformation. He urged the Center to accelerate the completion of a Biosafety Level 3 laboratory, strengthen information security systems, and widely apply shared software platforms.

He also stressed the need to focus on developing high-quality human resources, building specialized research groups in line with international standards, increasing international publications and protected patents, and strongly applying artificial intelligence (AI), big data, and comprehensive digitization. The Center should complete a unified shared database and ensure 100 percent of its personnel are equipped with military computers connected to the military data network. Furthermore, the Center was urged to expand international cooperation, particularly with the Russian Federation, while actively participating in national and ministerial-level science and technology programs.

At the same time, the Department of Military Science under the Ministry of National Defense was tasked to coordinate with Command 86 and relevant agencies and units to study effective and practical approaches of the Vietnam-Russia Tropical Center for wider dissemination across the entire military.
