On behalf of the delegation, Senior Colonel Bui Trong Hieu, Deputy Director of the Department of Foreign Relations, reported to President Ho Chi Minh the department's achievements. The department has consistently kept abreast of the situation, pro-actively advising the Party, State, Central Military Commission, and Ministry of National Defense on important policies and measures regarding defense external affairs. It has closely coordinated with relevant agencies and units to implement defense external affairs in each period, in alignment with the Party and State's diplomatic policies.

Defense external affairs are recognized by the Party and State leadership as a key pillar in the fields of Party external relations, State diplomacy, and people-to-people diplomacy. Over the past years, the Department of Foreign Relations has received numerous prestigious awards from the Party and State. It has been honored with emulation flags and certificates of merit from the Prime Minister, Ministry of National Defense, General Staff of the Vietnam People's Army, and General Department of Political Affairs of the Vietnam People's Army. In 2024, the department marks its 60th anniversary and will be awarded the first-class Military Exploit Order.

At the ceremony, the delegation expressed deep respect and gratitude to President Ho Chi Minh, pledging to learn and follow his ideology, ethics, and lifestyle. Following the ceremony, the delegation laid flowers and visited the Mausoleum of President Ho Chi Minh.
