At the event, the Military Region 2 Command announced the Defense Minister’s decisions regarding the dissolution of district-, city-, and town-level military commands under MR2’s provincial military commands; the establishment of border guard commands and defensive area commands under the provincial military commands; and the presentation of the “Determination-to-Win” flag to the newly established units.

In his speech, Gen. Giang affirmed that Military Region 2 holds a strategically vital position in national defense, security, economy, and foreign affairs. It is also a land rich in revolutionary traditions, where many important and historic campaigns and battles took place. He highlighted MR2’s achievements in building military strength, defense posture, and the all-people national defense strategy, which have significantly contributed to maintaining political security and social order in the region.

He emphasized that the high-level policy on military restructuring carries historic significance, marking a major adjustment in military organization aligned with contemporary realities and strategic thinking to meet the demands of national defense and Fatherland protection in the new era.

To ensure strict, synchronized, unified, and effective implementation of the policy, Gen. Giang instructed Party committees and command chains at all levels in MR2 to continue thoroughly implementing high-level policies and guidelines on streamlining the political system’s structure, reorganizing administrative units at all levels, and building a two-tier local government model. He called for a comprehensive review and proposals to improve the legal framework governing local military organization.

Speaking with the newly-established units, the defense chief noted that being entrusted with the “Determination-to-Win” flag, symbolizing the Vietnam People’s Army’s proud tradition of “Determined to Fight, Determined to Win,” represents both a great honor and a heavy responsibility for national defense. Therefore, MR2’s leadership, troops, and personnel must fully and correctly understand the significance of this reorganization and the requirements of their new missions.

He urged them to maintain strong resolve, overcome challenges, fulfill their assigned political tasks, build comprehensively strong, exemplary, and model units, and uphold the legacy of their predecessors.

Gen. Giang also asked them to promptly stabilize personnel and organizational structures; consolidate Party, command, and mass organizations; adjust defensive area and combat readiness plans; prepare for all-level Party congresses; and complete other assigned tasks.

He requested them to continue offering suggestions, conducting reviews, and reporting to higher authorities after one year of operation in accordance with regulations.
