Chairing the meeting, Deputy Defense Minister Senior Lieutenant General Nguyen Truong Thang expressed his sincere appreciation to the Russian Government for sending a delegation to attend the celebration of the 80th anniversary of the August Revolution and the National Day and dispatching a Russian military contingent to join the parade at the ceremony.
He affirmed that the current visit by Nikolai Patrushev further demonstrates the strong friendship between the two nations. The Vietnamese people and the Vietnam People’s Army always remember and treasure the significant support given by the former Soviet Union and the Russian Federation in Vietnam’s struggle for independence, reunification, and in Fatherland construction and defense.
General Thang emphasized that in recent years, the Comprehensive Strategic Partnership between Vietnam and Russia has grown increasingly substantive and effective across multiple fields. This was reflected in the visit of Party General Secretary To Lam to Russia in May 2025, during which he attended the 80th anniversary of the Victory in the Great Patriotic War. On that occasion, the two sides issued a Joint Declaration identifying key directions for future cooperation, highlighting the Vietnam – Russia Tropical Center as “one of the bright spots of effective cooperation serving socio-economic development tasks of both nations.” The declaration also affirmed support for the center’s activities, while promoting technology transfer.
The Vietnamese defense leader also shared information on the center’s recent research achievements and thanked the Russian Government for transferring the research vessel “Professor Gagarinsky.” Vietnam is finalizing procedures to put the ship into operation in early 2026. Serving as a “floating laboratory,” the vessel will enable scientists from both countries to conduct more effective marine research.

General Thang stressed that in the context of increasingly complex regional and global developments, cooperation in marine research, resource management, and environmental protection carries important strategic significance. He suggested that Patrushev support enhanced collaboration between Russian maritime research institutions and the Vietnam – Russia Tropical Center, including an increase in Russian scientists working long-term at the center.
For his part, the Russian official affirmed that the Vietnam – Russia Tropical Center is a leading and symbolic project in bilateral scientific cooperation. He highlighted one of its key research fields is studying the durability of materials and products under tropical conditions to ensure the operation and longevity of complex technical systems both on land and at sea.

He emphasized that the center has accumulated valuable experience in both basic and applied research, and expressed hope that it would continue expanding into new fields while actively supporting joint projects. He reaffirmed that Russia, with its strengths in marine research and ecosystem protection, is ready to deepen cooperation with Vietnam in this area.
At the end of the visit, Patrushev toured the center’s Hall-of-Fame, wrote in the guest book, and visited laboratories at the center.

Earlier that morning, he and the Russian delegation laid wreaths at the Monument to Heroic Martyrs on Bac Son Street and paid tribute to President Ho Chi Minh at his Mausoleum.
