MND's Department of Legal Affairs strengthens cooperation with Cuban counterpart
PANO - On October 8 in Hanoi, a delegation from the Department of Legal Affairs under the Vietnamese Ministry of National Defense (MND), led by its Head Major General Han Manh Thang, held talks with a delegation from the Department of Legal Affairs under the Cuban Ministry of the Revolutionary Armed Forces, led by its Head Colonel Gema Calvino Santana.
During the talks, Major General Han Manh Thang and Colonel Gema Calvino Santana affirmed that the special relationship between Vietnam and Cuba has been growing steadily, achieving numerous successes in various fields. Alongside this bilateral development, defense cooperation between Vietnam and Cuba has been identified as one of the key pillars.
Both sides emphasized that, following the visit and working sessions of the Vietnamese Ministry of National Defense's Department of Legal Affairs to Cuba in 2023, the Cuban delegation's current visit and working sessions in Vietnam would further open opportunities for cooperation between the two ministries in the field of military and defense law-making, deepening the special relationship between the two countries. Colonel Gema Calvino Santana expressed her gratitude to the Vietnamese Government and Ministry of National Defense for their support to the Cuban Government and the Ministry of the Revolutionary Armed Forces in various areas.

The two sides exchanged information on the structure, functions, responsibilities, and activities of their respective agencies; the process of drafting legal normative documents; and the role of each agency in drafting military legal documents for both countries. They also discussed international legal documents related to military and defense matters.
To promote cooperation in military and defense law-making between the Vietnamese Ministry of National Defense and the Cuban Ministry of the Revolutionary Armed Forces, both sides agreed to enhance the exchange of experience and support each other in carrying out their duties.

At the end of the talks, the two sides signed a Memorandum of Understanding (MoU) on cooperation in military and defense law-making between the Vietnamese Ministry of National Defense and the Cuban Ministry of the Revolutionary Armed Forces.
