Intergovernmental Coordinating Committee for Vietnam-Russia Tropical Center convenes meeting in Hanoi
PANO - On May 21 in Hanoi, the Intergovernmental Coordinating Committee for the Vietnam - Russia Tropical Center held a meeting.
Senior Lieutenant General Nguyen Truong Thang, Deputy Minister of National Defense and Chairman of the Vietnamese Subcommittee, and Deputy Minister of Science and Higher Education of the Russian Federation and Chairman of the Russian Subcommittee Konstantin Ilyich Mogilevsky co-chaired the event.

The two sides at the meetings |
At the meeting, Senior Lieutenant General Nguyen Truong Thang agreed with the reports on scientific research results and activities of the Vietnam - Russia Tropical Center in the first six months of 2026. The Vietnamese Ministry of National Defense and the Vietnamese Subcommittee highly appreciated the efforts of the center’s Board of General Directors and the staff of both countries in overcoming difficulties to ensure the progress of science and technology research plans and other tasks.
The Vietnamese defense leader proposed that both subcommittees direct the center to accelerate the implementation of key tasks. These include soon drafting the 2027 Science and Technology Research Plan for approval at the 37th meeting; considering the inclusion of comprehensive research projects in Vietnam’s maritime areas into the annual plan; preparing for the center’s 40th founding anniversary; and stepping up activities in new research directions. Furthermore, the center is assigned to coordinate with relevant functional agencies of both countries to draft a protocol on the Intergovernmental Agreement on the construction of special facilities on the territory of Vietnam (signed on March 7, 1987).

For his part, Konstantin Ilyich Mogilevsky agreed with the reports and opinions presented at the meeting. The Russian official highly valued the center’s organizational consolidation plan, specifically the establishment of new research departments in the fields of rare earth technology, biotechnology, and advanced materials, along with the construction of modern, synchronous infrastructure and laboratories. He emphasized that this is a suitable direction, especially as Vietnam is strongly implementing strategic breakthroughs in science, technology, and innovation in the spirit of the 14th National Party Congress’s Resolution. The Russian side is also deeply interested in the activities celebrating the center’s 40th founding anniversary, considering it a successful cooperation model and a testament to the enduring relationship between the two countries.
The two sides agreed to tentatively hold the 37th meeting of the Inter-Governmental Coordinating Committee in Kazan city (Russian Federation) in late November 2026.
