An overview of the reception

At the meeting, the host emphasized that the traditional friendship and comprehensive strategic partnership between Vietnam and Russia have continued to fruitfully develop through official visits of Russian leaders to Vietnam, especially the visit of Chairman of Russian State Duma on October 15 and 16. Leaders of the two defense ministries have maintained meetings, most recently at the 11th Moscow Conference on International Security in Moscow in August and the Beijing Xiangshan Forum in Beijing in October.

The Vietnamese Defense Minister affirmed that Vietnam always bears in mind the effective support of former Soviet Union (present Russia) to Vietnam in its struggle for national independence and reunification and current national building and defense cause. He evaluated that over the past time the bilateral defense cooperation has been effectively carried out, serving as a pillar in the two countries’ relations.

The two sides have effectively maintained such cooperation mechanisms as the Inter-governmental Coordinating Committee for the Vietnam - Russia Tropical Center and the defense strategy dialogue at the deputy ministerial level. They have obtained recognizable cooperation results in training, cooperation between services and arms, military medicine, military history, military news, among others. 

General Giang highly valued the role of the Ministry of Emergency Situations in the development of Russia and also applauded the cooperation contents between the Russian ministry and the Vietnamese National Committee for Disaster Incident Response and Search and Rescue.

He hoped that in the coming time, Senior Lieutenant General Kurenkov Aleksandr Vyacheslavovich will continue to pay attention to and direct functional agencies of the Ministry of Emergency Situations to strengthen cooperation with the Department of Search and Rescue of the General Staff of the Vietnam People’s Army and Vietnamese Office of the National Committee for Disaster Incident Response and Search and Rescue in such fields as delegation exchanges, training, and professionalism sharing.

For his part, Senior Lieutenant General Kurenkov Aleksandr Vyacheslavovich introduced the ministry’s functions and tasks and emphasized that international cooperation is one of its most important fields.

He said that the Russian Ministry of Emergency Situations is ready to share specialized knowledge with and wishes to learn Vietnam’s experience in incident and natural disaster response. He also hoped to continue bilateral cooperation, contributing to further building the bilateral traditional friendship.
