Speaking at the ceremony, ABEI Deputy Director Nguyen Chan welcomed the establishment of a long-term cooperation framework, saying it helped strengthen ties between state management agencies and businesses. He noted that combining the center’s strengths in policy, law and training with Viettel Media’s practical experience in content production and communications campaigns would generate tangible benefits for the community.

Nguyen Thanh Hai, Director of the Broadcasting, Television and Electronic Information Measurement Center, said the agreement opened a new phase of cooperation in human resource training, livestreaming skills and the development of a professional and law-compliant content creation environment.
Accordingly, the Portal and Database on Viet Nam’s digital content creators and online advertising, available at kol.gov.vn and operated by the center, will gradually build a database of KOLs, KOCs and MCNs. It will also develop assessment criteria covering capability, legal compliance, transparency, and responsibility of entities operating in cyberspace.
Representing Viettel Media, its Director, Lieutenant Colonel Nguyen Tien Dung, said the signing marked an important milestone as content creators are playing an increasingly significant role in connecting brands with customers.
He noted that the center’s strengths in state management and Viettel Media’s expertise in communications could complement each other and help promote healthy content creation. Lieutenant Colonel Nguyen Tien Dung also stressed that content creators must continuously improve their capabilities, adding that the value of the agreement should ultimately be reflected in concrete programs and measurable results.
The cooperation is expected to establish a comprehensive coordination mechanism linking policy, training, data, technology, enterprises and content creators, contributing to the development of a professional, responsible and sustainable digital content ecosystem.
